The first steps to translate the workbooks of Russians in the “digital” FIU began to do since the end of the 1990s — since the introduction of the Fund’s internal personal accounting system. Digitization of workbooks has a lot of different aspects that allow us to judge it as an ambiguous phenomenon. Its undoubted advantage is that the entire system of employee relations with employers and state organizations becomes much more transparent and systematic. But there are a few nuances.
It is difficult to judge whether this is good or bad. Modern electronic systems are subject to the risk of hacking, failure and the possibility of errors in the system itself, which is a concern for many citizens.
On this small social issue of people around me, as I imagined, the generation who is now over 40, 90% against the transfer of workbooks to electronic format, probably affects the distrust of everything new. And, of course, the fear that something will go wrong, that some servers will collapse or the database will be hacked. The opinion of someone who has not reached adulthood is divided into two options: “This is a super idea.” And the others: “Yes, I don’t care, as long as the s/p is paid on time.” The younger generation is more loyal to everything electronic and only this can explain their calmness about the transition from paper to electronic media.

However, any drastic transformation of a particular field of activity always entails negative side effects and risks. For example, many employers and employees are simply not ready to switch to using digital data. First of all, we are talking about remote, hard-to-reach, industrial or agricultural regions where the level of computerization in principle does not allow for such a rapid transition.
An example is the transition to electronic sick lists. In Moscow, not every accounting Department and staff has the necessary resources.
There are also issues of protecting personal data and working with electronic signatures, which remain inaccessible to a huge number of Russians to this day.
In fact, today we have a good, but not fully developed idea.
It will not be possible to quickly switch to electronic workbooks, once rejecting the “analog” ones. There is a test mode, which will be in effect during 2020: from January, employers will start transmitting information about an employee to the FIU’s information system. Also, we are waiting for a new personnel report, the form of which is currently being developed by Rostrud.
